Medicare s Financial Problems Affecting The Entire Budget

Medicare covers over 47 million Medicare Beneficiaries. This includes 39 million seniors and 8 million people under 65 receiving social services disability insurance (SSDI) payments due to permanent disabilities (Kaiser Family Foundation 2010). Medicare accounts for 12% of federal spending, 23% of national health spending, and is critical part of policy discussions related to the federal budget and the 2010 Health Reform Law (Kaiser Family Foundation 2010). Medicare’s financial problems affect the entire budget, and are largely responsible for projected increases in federal deficits (Peter G. Peterson Foundation 2010). Medicare spending is projected to double from 3.5 percent of Gross Domestic Product (GDP) in 2010 to 6.4 percent of GDP in 2030. The congressional budget office points out most of the growth is due to rising health care costs, rather then the baby boom generation aging (Kaiser Family Foundation 2009). Medicare spending is projected to grow moderately in the next 10 years. Medicare’s share of the federal budget is projected to increase from 14.3 percent in 2015 to 15.2 percent in 2024, and Medicare spending, as a share of GDP, is projected to increase from 3.0 percent in 2015 to 3.3 percent in 2024 (Kaiser Family Foundation 2015). Globalization is a concept that began in the nineteenth century and is still very prevalent in the international economy today. Globalization has caused a decline in global inequality because of the convergence of developing countries such as China and India with developed countries such as the US. Despite this trend, the inequality within individual countries has increased over the years mostly because of the increased inequality in the developed countries. In order to unders tand why inequality within borders have increased one must first understand what is so good about trade. One of the most important parts of modern trade is the idea of specialization. Specialization was central to the argument made by Adam Smith in The Wealth of Nations. He argues that specialization increased productivity and productivity would in turn increase economic growth. It would never make sense for a country to try to make everything in the borders, instead it makes more sense for a country to specialize in a certain good and trade that good for other goods that the country needs. This will make producing that specialized good cheaper and make it easier to trade it for other goods. Discussion of the Problem The problem that this report will discuss is the rising cases of conflict at the workplace. For the past six (6) months, there has been a steady increase of members of staff quarrelling to the extent of going physical. Originally, the conflicts started from one department but it has escalated to the other teams. This has made it difficult for the organization to achieve its goals owing to the fact that we rely on teamwork to carry out 99% of our work. Workplace conflicts are caused by several factors that emanate from the individual employees and other organizational structures, values and culture (De Dreu Gelfand, 2008). Regardless of the cause, conflicts are a threat to the entire functionality of the organization and should be curbed at the earliest stage possible. Causes of the Problem The fundamental cause of workplace conflict in this context is poor communication between the different levels at the organization (Samatwa, 2011). Most conflicts are seen to emanate from collision of duty. Equally, members have clashed because of inadequate communication regarding reassignment of duty, job placement and transfers (Williams, 2013). This problem is related to the organization function of management and is a show of poor co-ordination by those entrusted with such responsibility. Any re-organization must be communicated in time so that all staffs are aware. Equally, they have to put in place a mutual communication mechanism so that there is no breakdown at any given point The second cause of workplace under consideration is competition. Whereas workplace competition is healthy and beneficial to the organization in terms of improving individual and collective productivity, it can also be to the detriment. However, such competition ought to be within manageable limits. Employees have been fighting for the limited opportunities to demonstrate their ability in anticipation for rewards (Beehr, 2014).The resultant conflict has taken the shape of individualism whereby some employees have resorted to paint others negatively in a bid to outdo them. In the same regard, some employees have become selfish with some company equipment and in the process denying others the chance to do their work. This problem is tied to the controlling function management and it portrays a system that is unable to provide clear and equal avenues for all employees to unleash their potential. As a result of such failure, employees are likely to find it easier to exercise their egos. Thirdly, workplace conflicts have been caused by different values exhibited by different employees. This conflict is common in different teams and departments and is common between younger and older members (Lipsk., et al, 2008). Difference in values as an organizational problem takes different forms. Ideally, the problem emerges when members possess different perspectives when dealing with a common issue. This problem emerges when team members are deliberating for consensus on a given task. Although it is not automatic, sometimes it is common for older and younger employees to hold a different view regarding one issue. When such members fail to manage their differences and respect each others stance, the problem can degenerate into physical or psychological altercations that derail the objectivity and effectiveness of the team (Dillon, 2012). As a conflict, different values are related to the leadership function of the organization. The leadership of the organization ought to projec t such issues earlier and constitute teams with such considerations taken into account. Critical Underlying Cause Based on the identified problems and their respective causes, it is worth noting that all of them are seen to emanate from within the organization. Considering the fact that all employees are taken through a stringent selection and staffing process, it is highly likely that the critical underlying factor in the virtual business is organizational culture (behavior).The conflicts are a result of failure to put in place structures and norms to manage the individual and collective values and interests (Zheng., et al, 2013). Paying Athletes As you sit at the stadium or in your home and watch college football, basketball, or even baseball, do you ever wonder where the money goes from all the ticket sales? Colleges make a lot of money from their athletics. I feel that the profit that is made should partly go back to the student athlete. College athletes should be paid for their participation in sports, since sports make a lot of money for the college. A student athlete's schedule is very hectic. There are many activities that have to be attended daily. A student athlete is expected to go to class every day; and later in the day they are expected to meet at practice, no matter what the sport. After practice, the student athlete must eat dinner. Then the person has to go home to their dorm to do homework, which can last for hours. There is very little time during the day, to allow the student athlete to get a job. Most of the time coaches will not allow the students to work, due to schedule conflict, and it is also hard on the student's studies. If the coach doesn't allow a job and there is no time for one, where does the student get money? Student finances are very limited. Most of the money that students have is from parents or student loans. Students need money for food, gas and laundry. If a student eats three meals a day, it would usually cost then about fifteen dollars. For a five-day week it would be around seventy-five dollars. Usually the student athletes do not travel much, so gas expenses would be minimal. However there are those occasional trips home to see family. The student also needs money for laundry. Laundry runs around five or six dollars per week. Several years ago, student athletes at colleges and universities were given laundry money, which was twenty-five to thirty dollars a week. The money could be spent freely. It was like an allowance that your parents would give you every week. I feel that this little support would at least help the student when money is hard to come by at home. With the financial help of the college a student athlete parents would only have to supply around fifty or sixty dol lars per week instead of eighty or ninety dollars. A student would have less financial troubles if they were compensated for athletics. If athletes were paid they could have a better start out of college. For instance if the student athlete has to get a loan during college because he or she has no money for necessities, that student athlete has started to dig a financial hole. That hole will be a burden to the student athlete when her or she graduates from college. Also the student athletes parents will not be financially troubled when the student graduates from college. It would make it easier on student athletes and their parents mentally and physically if student athletes were paid. Mentally the parents would not have to worry about paying the bills when tuition is due. Physically the parents and students would not have to break their back to work overtime, or to have a job while in school, and play athletics as well. I feel that student athletes have a lot to worry about. One is their grades; two is there performance in games. I feel the last thing a student athlete should worry about is how they are going to make money to pay for the education, since the student plays a sport that makes money for the college. Discussion after each example explains the problem, and one or more revisions demonstrate solutions. 1. The training materials should be communicated in a way  that is clear, appropriate for the users, and highlights  the key benefits of the change. This type of sentence is flawed in that the writer mistakenly assumes that a verb serves more than one list item, and therefore leaves one or more items bereft of support. Here, â€Å"appropriate for the users† requires its own verb (â€Å"is appropriate for the users†) to complement â€Å"is clear,† and the phrase beginning with highlights must be attached by a conjunction to, rather than separated with a comma from, the sentence element with which it shares a verb (with the insertion of a corresponding preposition for the first element and a complementary pronoun for the final one): â€Å"The training materials should be communicated in a way  that is clear to and appropriate for the users and that highlights  the key benefits of the change.† 2. Operational risk incidents can result in significant losses to the company, the industry, and, ultimately, to investors. This sentence has an error similar to that of the previous example, but in this case, a preposition, rather than a verb, is expected to handle a syntactical burden it is not qualified to carry- â€Å"the industry,† just like â€Å"the company† and investors, must have its own preposition: â€Å"Operational risk incidents can result in significant losses to the company, to the industry, and, ultimately, to investors.† (Alternatively, all three elements can share the first instance of the preposition: â€Å"Operational risk incidents can result in significant losses to the company, the industry, and, ultimately, investors.†) 3. Traditional financial institutions have significantly enhanced their risk and compliance programs by increasing resources, clarifying roles and responsibilities, upgrading their governance frameworks, as well as maintaining higher levels of capital. Earlier a school of economists believed in trickle down hypothesis where the benefits of growth will trickle down to the people who form the base of the society. But soon another school of economists began to contradict by arguing that those who are in the higher levels of the society will reap all the benefits and the poor will be confined in a vicious circle. This theory was proved right in the later stages. So growth may not create equal opportunities for all (Basu and Mallik, 2007). The statement of the rich gets richer while the poor gets poorer is well known. The statement that middle class is happy to pay taxes and contribute in the welfare is controversial as all are involved in finding out ways to evade taxes and keep their money in their own pockets. Consider the case of China. China announced to lower the GDP target to 7.5 percent which gave rise to mixed f eelings around the globe. This created tremors in the market but some were of the opinion that this strategy will revive China in taking the path of sustainable development. They argue that this would help China to achieve a higher quality and higher level development over a longer time span and all are certain about the amount of welfare sustainable development can bring about (Prasad and Rajan, n.d., p. 1). A recession is followed by recovery. In this phase growth is bound to be slow but this situation is welcomed from every levels of society.
